M&S Estimates Event Center Repairs

Long-needed repairs to the Lauro G. De Leon III Floresville Event Center may begin in September, if the Floresville City Council sticks to a recommended schedule. The Floresville City Council’s June 9 workshop included a presentation by M&S Engineering, prioritizing the event center’s problems, recommending solutions, and providing estimated costs. Council members authorized M&S last September to begin its study and propose a plan. After identifying leaks in the bitumen roof as the primary problem, M&S recommended replacing the entire roof.
Other problems M&S identified include:
- Metal roof ridge, flashing, and gutter leaks
- Building envelope leaks
- Slabs and grading that inhibit drainage
- Non-functioning heating, ventilation, and air-conditioning (HVAC) controls.
M&S mechanical engineer Jonathan Houston said repairs will solve these problems. Additionally, M&S will remediate mold growth in some of the rooms and modify a walk-in cooler to prevent mold-causing condensation. Houston also said M&S estimates that the cost of the recommended work will stay below $875,000. This is the amount awarded in a settlement following a legal suit against the event center’s original contractors for faulty roof construction. M&S identified other problems that can wait, and recommended against replacing the event center’s metal roof.
Houston provided a suggested schedule for the work, with M&S to begin advertisin
g for bids July 1 and opening bids Aug. 5. Following bid evaluation and recommendation by M&S, he said the city council can award the contract at its first September meeting, allowing work to begin the same month and to be completed in March. Floresville City Attorney Louis Rosenberg asked whether M&S, in evaluating contractors, will ask each bidder a standardized list of questions.
“Yes,” Houston answered. “We want apples to apples across the board.”
